The use of the veto ended his politically wounded week, at least temporarily. Immigration and the promise of building a border wall have once again become a hot topic in the presidential campaign in 2020.
Congress is unlikely to get enough votes to override Trump's veto. This has filled White House officials with confidence, even though the Republican-controlled Senate has disappointed them by passing a resolution to say no to the state of emergency.
Thursday's bipartisan vote was a blow to Trump, who had hoped to bypass Congress and divert funds from other projects to build the wall.
Twelve Republican senators joined the Democratic Party and passed the measure, fearing that the president might overstep his authority.
Trump reiterated his view on the existence of a border crisis, declared that the resolution was hasty and proud of his veto power.
"As President, it is my highest duty to protect the country. Yesterday, Congress passed a dangerous resolution that, if signed into law, would put millions of Americans in great danger, "he said in the Oval Office." Congress has the freedom to pass this resolution, and I have the responsibility to veto it. "
U.S. Attorney General William Barr said the president's declaration of a state of emergency was justified by law.
This has been challenged in court, because it may be unconstitutional to steal legislative power from Congress.
